I have been offered a FREE copy of my video presentation at the City Council because Mr. Berry nor anyone else at CITY HALL has the ability to transcribe the under 10 minute stint to PAPER and in doing that there would be increased accountability to what MICK SAID.

Mr Berry did not have any written information, and continues to ask me to provide and reiterate my concerns because NOONE has a transcript of my interactions with any city employee. There have been 9 male employees, who are not sharing data with each other, and who are giving fly by answers, with different DATA in each set of reply.
This is MR. Berry’s email set with a constant and voyeuristic request for more information which he is neither qualified to manage, and which he could get from the talk with the unidentified OKCPD staff. As you can see no effort has been made to secure any meaninful read on documents, and laughably, Mr. Berry notes their accreditations is not managed under any agreement to IMPROVE services to a best practices standard, so they NEVER asked any external consultants.
Mr. Berry’s note, randomly references various other involve groups on child sex assault, which with his list makes it about 15 groups.
AND Mr. Berry never EVER mentions that all these issues were known in 2006, and there has been no change in POLICY or CUSTOM in law enforcement and perhaps LAW, as MR. CITTIE never told anyone, and neither did the CARE CENTER and Mr. Cornett denies any prior knowledge, and never gets involved.

I came to the Council and waited FIVE hours to be heard for 3 minutes in AUGUST 2014. Mayor Mick Cornett advised me that a report would be prepared for a discussion and plan regarding the Oklahoma City SPECTRUM of sexual assault response since 2006. Mr. Jordan, the City Attorney verbally fed Mr. Cornett that answer while I was trying to speak to Mr. Cornett and the City Council. Mr. Cornett then did repeat it to me. It is on film, it was said before all of you.
Please let me remind you this report has not posted to the public. In the sea of problems nationally in mishandled sexual assaults, in recent issues of misogyny, racism, classism and marginalization it is concerning that this report has now not surfaced. August was 8 months ago.

Sex assault response is the entire process from the first call to the police or EMS, through any reports and investigations, record keeping and court processes. It includes follow up care, and advocacy. It involves between 9 and now it appears as many as 12 groups, and a locus of control falls in OKC government per the CITY MUNICIPAL CODE.
The representative who called me from the OKCPD did identify that he was NOT in a process of re-reporting incidents, but that his call compliance to his BOSS Chief Bill Cittie was met at the point he dialed the phone and I picked up. This is NOT a service response, and the OKCPD simply cannot process gaps in service on themselves.
Mr. Hill seems to be confused about Domestic Violence replies, and Kay Floyd’s campaign since 2013, and my questions and concerns which trail the issue of assault of 13 African American Women, and what happened to my daughter, but which are not singular as the error is held in the service continuum which Mr. Hill choses not to comprehend. Marian Wright Edelman, a famous civil rights lawyer calls this convenient ignorance.
Mr. Hill also mis-referred me to an external service, which albeit is part of sex assault support, it is not a government function so it is either really clever of him to tip me off in the universe on an unsolvable errand guaranteeing waste of time and money or really stupid, because he simply doesnt’ get it. Clara Luper a famous OKLAHOMA Civil Rights activist, calls this THE WALLS.
OKC Municipal Code makes it so that NOONE is allowed to ask questions about known and chronic missteps? This happens again and again.
I am concerned that this is NEVER a discussion with the City Council and suspect this issue needs a hearing.
I have made a FOIA request for this promised report which has received no reply.
Since the Mayor is not in charge of the City, I am now sending this also to the puppeteers.
This spectrum of service has been a Human Rights violation, out of compliance with UN grade service requirements for years. If you think the stink over the OU fraternity is a concern, perhaps THIS problem could be averted by application of professional audit and intervention.
The TWO proper reliable consultants for problems like this are PERF, the Police accreditations group
and COANET, the Human Services professional accreditations group.
Information on any of these groups is available on the internet.
These running communications with the City are being published as they happen, due to Mick Cornett lack of desire or ability to decipher this actual issue, or to fund and lead a proper reply for increased safety for ALL OF OKLAHOMA CITY.

Here is my TODAY 2/24/2015 letter to the Oklahoma City Council, seconding concerns the Mayor has shown ongoing personal bias evidence in his failure to plan and reply to the advancing problems of VAWA in OKC, public safety OKC, and sex assault. This letter sent this morning to the OKLAHOMA CITY COUNCIL and MAYOR, It is an ONGOING problem that the Mayor promised a report to me personally in AUGUST 2014, but par for the course it seems there is no applied structure in the system for his promise to materialize in a respectful, timely manner. There is no report. There is no indication of progress on said report. There is NOONE whose job it is defined by policy, custom or law in OKC rules of function to COMPLETE THIS TASK and SHOW THEIR WORKPRODUCT to the City Council Members or to the local community or the world at large, who by the way is WATCHING all this question of high levels of violence against women, from beheadings to the Holtzclaw situation, which is categorized by some as a hate crime. This report is necessary for any community understanding of Oklahoma City’s stance on the Sexual Assault Response continuum, which is broad in spectrum and seems horribly broken now. My personal original reports in 2006 untended but KNOWN by many in this system, did not correspond to any professional external audits, consultations or improvements. As a matter of fact, many of those missteps have continued on, with their originators holding advancing positions of responsibility in systems which are failing visibly in multiple news reports. I reiterate to you that since I attended the OKC Council in August 2014 SOLELY I have been called by an employee of the OKCPD, at the reported request of Chief Bill Cittie, and was told IN THE CALL that the purpose of the call had been 100% achieved by my answering the phone when it rang. The deafness with which the Mayor and all other City Council have replied and failed to engender any reports, studies, corrective actions, apologies or funding, training or is persistent, and stunning. IF you are reading your mail, there should be no confusion about my ongoing reminders for this report to post. Nor my concerns in spectrum which are not limited to the Holtzclaw employment and rape questions. In courtesy, by OKC policy, I suspect that all City Council are deferring to the MAYOR for an honesty and timely reply….. for which unfortunately he is either unable or unwilling to provide. Gross structural problems in city government organization, starting with the formatting of the City Council have been duly noted by others, but again any professional study of such by a consultant has not materialized and we slog along with public confusion as to why it is the SSDD. Very thoughtful for Mr. Cornett to take off a couple of days a week to leave town and get a Master’s degree in Business and a new wife. None of this will solve the problems of structure in government, and his lack of personal drive to comprehend and process more effective and efficient solutions to issues of violence in Oklahoma City, particularly directed to women and girls. Studying money, making money and such is a concerted disconnect in interpersonal health and wellness. Since 2006, THIS is the THIRD SAFETY and quality of life issue for my family, that Mr. Cornett has failed to process in completion in a timely manner. At what point is this to be discussed as an exact or general discrimination by Mr. Cornett for myself, for my daughter and for the 13 women or any OKC resident facing sex assault, safety issues or a need to approach higher branches of government due to faulty processes, deaf or biased staff failed funding, failed/antiquated policies or simply just marginalization of women because he can? I have to overtly and exactly state that I am concerned that Mr. Cornett has personal experience with some spectrum of issues with marginalization of women and in the end this is the driving force behind his vacuous presentation in understanding this set problems and why we NEVER, EVER treat other people like this. Contributing evidenced to this bias question regarding Mayor Mick Cornett is: 1.) above about Cornett failing my family now x3. 2.) by the cover up of the contents of Cornett divorce proceedings with his first wife, in a controlled records move from Judge Lisa Hammond not supported by law 3.) Cornett failure to comprehend sex assault response failures prior to my presenting at the Oklahoma City Council in August 2014, 4.) well into the problem of the Holtzclaw investigations, Cornett neither felt motivated to question what had happened and to call for changes 5.) Cornett never,ever calls for public assistance with cases like Alina Fitzpatrick, K’ealya Robinson nor Anne J. Hill.
